Draft: Delete obsolete 'Product Support Request' template

I recently was sent a support request via an issue based on this template. https://gitlab.com/gitlab-com/Product/-/issues/13161+

This process was not familiar to me in 2+ years at GitLab and appears to have last been updated in 2020, so it seems sensible to remove it.

I have asked the person who used the process how they came across it, which may lead to us discovering some links or handbook pages that instruct people to use it.
