Use FY + Quarter instead of Quarter + calendar year

Company quarters are currently tied to the fiscal year. The current template ties company quarters to the calendar year which can get confusing. I propose we align them all with the fiscal year as that seems most aligned with our communication guidelines (8 in https://about.gitlab.com/handbook/communication/#writing-style-guidelines)
