As a follow-up to www-gitlab-com!127973 (diffs), and to accomplish the goals outlined in https://gitlab.com/gitlab-com/Product/-/issues/12414, we'd like stage leaders to conduct a quarterly OKR retrospective and share the results in a Product issue. This MR automates the creation of that quarterly issue.
