Create an issue template to track individual team members who work temporarily on other projects (light version of a borrow request)

UX would like a way to track team members who pick up issues outside their assignments. This is common and can be as simple as a product designer spending 25% of one milestone working on something else. The Borrow Request issue template has many steps and approvals that don't apply here.

I created an alternate version to solve for this.
