Create a Milestone creation reminder template and add to auto-generation schedule

ProdOps creates the milestones (%15.1, %15.2, etc) in the gitlab-com and gitlab-org groups on a quarterly basis. This template and addition to the schedule automatically generates a reminder for us on the first day of the fiscal quarter.
