Define the Ishigami use case to illustrate the UQ capabilities
The Ishigami function is commonly used as a use case to benchmark or illustrate UQ techniques. We already use it in the examples of sensitivity analysis.
In order to factorize the code and facilitate experimentation in UQ, I propose to implement it as:

ParemeterSpace
- an
OptimizationProblem
- a
MDODiscipline
in the same way that we have GEMSEO classes for the Sobieski use case in MDO or Rosenbrock function in optimization without uncertainties.
