GPU Selection Fix + Bindless Support Validation Error

Moves addition part of algorithm inside of loop to be reset for each gpu.

Adds pre-compiler statement for 12 and up that doesn't add the VK_STRUCTURE_TYPE_PHYSICAL_DEVICE_DESCRIPTOR_INDEXING_FEATURES_EXT flag. Closes #295 (closed)
