19.08 Criminal Records Checks - Frequency of CRC

During the PAMMS transition, the revision to section 19.08 updating the frequency of Criminal Records Checks from every four years back to every five, was not carried through. Most likely inadvertently overlooked by the developers because all the other changes were implemented.

This policy change was previously approved by leadership, however, since this change was overlooked during the transition, I am updating PAMMS.

Given that this policy will be referenced in the upcoming Title IV-E review, this policy change needs to be expedited.
