Update ReadMe file and create service.ts

There is a number of calls that we can create in order to get the location of users that make a MR/PR to Hacktoberfest. For GitHub this can be implemented by making a call to projects with label = Hacktoberfest. And then keep user's personal id code, in order to make a second call to their profile.
