Add Delphi-compatible TCurrencyHelper

Summary

This MR adds the TCurrencyHelper from Delphi.

Notes:

  • the implementations for Ceil and Floor are missing as they are not documented and I didn't found appropriate functions based on names
  • Since I don't have access to Delphi, I can't test if the functions behave the same way
