More fixes and cleanups in restbase.pp (googleapiconv)

This fixes a bug I introduced to restbase.pp, adds more dyn array type safety, fix hints/warnings and minor cleaning.

  • In SetArrayProperty, fix previous commit (fba7595b) because the array properties were not being set.
