Implement TCurrencyHelper.Ceil/Floor.

This implements TCurrencyHelper.Ceil/Floor missing from !365 (merged). It won’t work with Win64→Win32 cross-compiler until #40133 fixed, but if such cross-compilation is indeed not supported, this shouldn’t be a problem :D.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
