Improve the description of record variable initialization. Fixes issue #39462

The information about the ability to skip fields has been made more concise and detailed. For example, it is now stated that skipping fields (in the middle) is not allowed not only in ObjFPC but also in other modes besides Delphi. Repeated type declarations have been removed.
