Remove debug, devel from buildsystems stack

Part of #419

This removes the unnecessary debug symbols, devel objects from the public stack for buildsystems (also changing the stack to a compose).

bst checkout public-stacks/buildsystems.bst uncompressed is 236M after this change, passing the tar option to bst checkout yields a 211M tarball.
