Ensure we have reasonable amount of fd's when building world

Seppo Yli-Olli requested to merge nanonyme/ensure-sufficient-fds into master

This is a test for and closes #1134 (closed) to make sure host hard limit is not set overly low. The number is picked from what non-x86_64 builders have and ensures we have same nofile in every architecture.
