Move zlib to bootstrap so that file can depend on it
When not cross-compiling, file configure script was picking up zlib from original runtime, but not when cross-compiling.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
