Revert "Update elements/components/cmake.bst to v3.30.0-0"

This reverts commit c9492184.

This major version update has created a lot of failures in components using cmake buildsystem, one notably being boost which has no release with a fix.

Let's revert it for now and land it later in a more opportune moment.
