Revert "elements/components/sqlite.bst: Update to 3.28"

This reverts commit c819ea77.

It broke ABI which is not allowed. Since it is not released yet, it is safer to revert it.

Please apply CVE/bug fixes manually since updating sqlite is not the solution here.
