Only one LLVM in 19.x release
Context
LLVM is fairly slow to compile and takes a lot of space. Currently we're including a second one in 18.08 for necessity.
Description
Mesa always supports two LLVM releases to avoid locked updates being needed. As a result if we pick LLVM that gets released during Fall, it should be good enough for an entire release. We may need to pick a release snapshot or delay release (or combination of both) to get a good LLVM release. It might be a good idea to pick some distro for examples if we need to pick LLVM revisions. (eg Fedora)
