When drawing a selection, display a 3 thirds grid inside the rectangle.

Note: all the wording and the basics of the feature is now more in line with the GIMP rectangular selection tool!
This adds another set of options to the selection sub-menu: selection guides!
When drawing a selection, display inside the rectangle, either:
- nothing/empty rectangle like before
- a crossed center lines selection
- a 3 thirds grid guides
- a 5 fifths grid guides
It also adds a small cross when dragging the selection over :)
This grid disappears when the selection is done and reappears when the selection is modified by the user.
Useful when making a big selection for cropping the image, either for centering purpose or for composition: The rule of thirds is one of the most useful composition techniques in photography.
Simple "Quality Of Life" improvement in a series of improvements I would like to do to the selection tool.
