preliminary Meson support
This Merge Request brings a basic support of the Meson build system for linux OS, as mentioned in #395 (closed)
Main changes:
- debs folder moved to subprojects folder, autotools updated consequently
- Add Meson files
- Add a new GitLab CI job
Source files are almost unchanged.
