Photometric color calibration using WCS data instead of plate solving

Closes #800 (closed), photometric color calibration command.

This removes the need for an intermediate file during the astrometry+photometry successive operations.

This removes the need to run the astrometry solver if there is already a solution stored in the file. This is only available from the pcc command.
