Rework and Fix Haradrim Spearthrowers

Get both Forged Blade and Heavy Armor
Base damage lowered to 40 specialist damage (from 75), upgraded damage at 80
Attack time reduced from 5.3 sec to 2.65 sec 
Mele attack base damage lowered to 40 (from 75), upgraded damage at 80
Attack time reduced from 2.87 to 1.6 sec
