allow accessing subgroups from groups

What does this MR do?

Allows to access subgroups from groups.

EXAMPLE :

There is the "polka" group : "Political campaign" and they start different projects , but don't want to have them listed unter the generell working groups as they are part of their campaigns.

So the groups are created under the "polka" group.

Module : "Bezirke Verwalten"

Groups : "Leere Tonne" and "Verschwendestädte"

That is something you already can do - if you call the link for groups overview manually and replace the ID's you can also access them already.

Now you go into Polka and you get on the left side the menue entry that there are subgroups Menü_mit_hinweis_auf_Untergruppen

wich leads you to the group overview page again for the Polka group. Liste_untergruppen

This can be used if you have subgroups that need to have an "entry point" . e.g. people should first be in the political campaign group and then be steered to the subgroup / campaing they want to be active in .

That is as far as i can explain it in writing . there are different groupings that can be done. For Festivals for Betriebsketten for Öffentlichkeitsarbeit and so on.
