Draft: Update some backend packages

What does this MR do?

Updates some php packages as far as possible without conflicts. It should probably work if all the tests pass. The biggest change is nesbot/carbon from 2.6 to 3.5 that affects most of the dates and times.

  • Consider writing a detailed description in German.
  • Describe in a few sentences, what should be tested from a user perspective.
  • Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
  • Be aware, that also non technical people should understand.
