workaround for StoreBubble.vue on map

What does this MR do?

the modals (StoreBubble) are too far down on mobile browsers so that the buttons are no longer visible. Scrolling does not work either.

as a workaround i have moved the buttons to the top. in !3230 (merged) the modals are exchanged in bootstrap technology and should not be displayed so far down.

How confident are you it won't break things if deployed?
