Applications to working groups trigger a bell notification

What does this MR do?

When someone applies for a working group, the admins of that group will receive a bell notification.

How confident are you it won't break things if deployed?

How to test

  1. Checkout branch locally
  2. Login as foodsaver
  3. Apply to any working group
  4. Log in as the admin of that group
  5. See the bell notification
