Sorting pinned threads (Follow-up)

What does this MR do?

Reverts the change to sort pinned threads by name, because the feedback wasn't fully positive. Replaces that with a new system for sorting threads by allowing them to set a wider range of stickyness values (-1 to 10).

How confident are you it won't break things if deployed?

Quite confident. We might need feedback on the addition of the option the move threads to the bottom.

Solves some part of #1351, since Threads can be moved out of the way.
