Fix mailbox bug in region creation and editing
What does this MR do?
Fixes a bug that causes problems with creating and editing mailboxes for regions.
How confident are you it won't break things if deployed?
quite confident, even though the code is a total mess and needs a complete rewrite. But for now this should enable Orgas to manage regions again.

- Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
- Be aware, that also non technical people should understand.
