Allow linking users in MD using @<userId>

What does this MR do?

How confident are you it won't break things if deployed?

I can imagine there might be some rare cases of @ already written somewhere. These would be interpreted as user metions now. Apart from that I am confident.

How to test

Try sending messages in the forum containing @ like @1721 or @005. Make sure to use at least 3 digits.
