Move is admin for a work group check from session to module

What does this MR do?

Move isAdminForAWorkGroup() from Session to Module.

Working Group Permission is the only user. If I as developer search for a possible way to access the information, then I would search for it in the Module WorkGroup.

How confident are you it won't break things if deployed?

I hope not.
