Do not show certain regions in the region chooser

What does this MR do?
Excludes "Arbeitsgruppen überregional" from the region chooser. Also, "Foodsharing auf Festivals" is only visible if you have a home region. I added the latter to the seed data.
How confident are you it won't break things if deployed?

- Checkout branch locally
- Login as foodsaver
- Open the region chooser from the region menu
- Check that the regions are not visible
