What does this MR do?

A Bug was introduced when the Database Layer was migrated from PDO to DBAL from Fridtjof

This fixes the reportlist overview for arbitration groups.

How to test

• Login as arbitration admin
• only see reports against reportadmins
• do not See reports from other districts
• do not See reports against arbitration admins
