make navigation menu sticky
What does this MR do?
the navigation is now sticky. have tested this successfully in chrome under android. this is 1:1 the code from @AntonBallmaier (523146) see !2411 (merged) It didn't work properly once and we had to revert it.
How confident are you it won't break things if deployed?

- Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
- Be aware, that also non technical people should understand.
