Add a playwright docker container and script for local testing

What does this MR do?

playwright does not work on all operating systems and is only supported with ubuntu.

in this MR the official docker container of playwright is started in a server mode. The new script test-e2e installs playwright local and connects via websocket to the server in the docker container and starts the tests.

How confident are you it won't break things if deployed?
