Fix the region pin picker

What does this MR do?

Fixes two bugs that I introduced in !2632 (merged). With this, the region pin picker ("Ortsgruppenbeschreibung") should be usable again.

How to test

1. Checkout branch locally
2. Login as userorga
3. Go to any region's "Ortsgruppenbeschreibung"
4. Move the marker on the map and save

  • Describe in a few sentences, what should be tested from a user perspective.
  • Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
  • Be aware, that also non technical people should understand.
