devdocs moved from MDbook to docusaurus

MS requested to merge Feature/new-dev-docs into master

What does this MR do?

This MR moves devdocs from MDbooks to docusaurus which provides a better UI and simpler versioning also requires only node js.

The MR is about the system not the content - the content should be updated seperatly. A sorting is happend, to start the process of clarity.

Open Task

  • Build docs docker image to generate db-dumb
