fix link in the notification concerning old profile photos

What does this MR do?

Changes the link in the "your profile photo is old" banner to the correct path.

How confident are you it won't break things if deployed?

absolutely

How to test

It's difficult to test because we can't upload old photos anymore. But I'm certain that it works.
