Goals Vorstand
What does this MR do?
Adds another GOALS Group for "Vorstand" that is a restricted group. Admins of the goals Vorstand group will be added during the nightly run to the vereins group of all vorstände.
How confident are you it won't break things if deployed?

- Checkout branch locally
- Login as userboard1@example.com
- See you are in workgroup "Vorstand Göttingen"
- See you are in workgroup "foodsharing Vereins-Vorstände"
- go to district göttingen and see if vorstand is listed on the left side

- Describe in a few sentences, what should be tested from a user perspective.
- Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
- Be aware, that also non technical people should understand.
