Show region name in the updates overview on the dashboard even when the titel is long

What does this MR do?
Previously the region name was not visible anymore on mobile when the titel was long. In this PR long titles will be truncated and the region name displayed.
How confident are you it won't break things if deployed?

- Use mobile view
- Log in with some user
- Write e.g. a new form entry with a long titel
- Go to Dashboard
- Check that the region is displayed in the updates overview

Die Region/Forum Name wird angezeigt selbst bei langen Titeln (und zu lange Titel werden abgeschnitten) in der mobilen Ansicht.
