Fix some texts in German translation file
What does this MR do?
Fixes some comments from Weblate (https://hosted.weblate.org/translate/foodsharing/foodsharing-messages/de/?q=has:comment). Since the German file is used as the origin, we can not change it in Weblate.
- Fixes some typos
- The Austrian "Lebensministerium" was renamed in 2018. This changes the name and logo in the footer of foodsharing.at.

- Also mention different settings (e.g. different browsers, roles, ...) how this change can be tested.
- Be aware, that also non technical people should understand.
