Profile settings: Display name change option

What does this MR do?

Adds a disabled name input to the profile settings page with an info-modal displaying how to request a name change.

How confident are you it won't break things if deployed?

Quite confident.

How to test

Have a look at the profile settings page (in German or English)

Checklist
