Show emoji reactions in a closed thread

Alex requested to merge disabled-thread-show-reactions into master

Follow-up from !1851 (merged)

What does this MR do?

When a thread is closed it is not possible to give emoji reactions. However, the previously given emojis should still be visible. This MR makes them visible.

How confident are you it won't break things if deployed?

Very sure

How to test

  1. Checkout branch locally
  2. Login as usermoderation1@example.com
  3. Go to the "Göttingen" forum, open the page of a thread
  4. Give an emoji reaction to a post
  5. Close the thread (in the header)
  6. The emoji should still be visible
