• ReportAdmins and ArbitrationAdmins can't report each other
• limit reportlist to new reports (safety)

Mit den durch GOALS eingeführten Arbeitsgruppenfunktionen Gruppen, bei denen beim einrichten darauf geachtet werden muss, dass diese auch durch eine Wahl für den Bezirk legitimiert sind. Daher ist das bearbeiten von einigen Arbeitsgruppenfunktionen auf Orga-Admins der "AG Anlegen" beschränkt. Dies Betrifft
