What does this MR do?
Restrictes access to personal information. Ambassadors of a country / Bundesland should not get access to thousands of users personal information. The ambassadors of the home district is primarly contact person about a user profiles information.

- Describe in a few sentences, what should be tested from a user perspective.

- Be aware, that also non technical people should understand.
