Update Nelmio API doc bundle (take 2)

In continuation of !1747 (merged), I went through with the entire OpenAPI 3.0 migration that has to be done after upgrading to Nelmio.

I have also introduced a new build step into the build CI that makes sure the composer.lock actually matches what's in composer.json, so this kind of mistake does not happen again :)
