Release notes introduced and replaced with the changelog

What does this MR do?
In hackweek call release planning and workflow we decided to change the view in the front of changelog to release notes.
I changed this as described and the changelog is automatically linked to the Gitlab at the end.
How confident are you it won't break things if deployed?
I don't think it will break anything as the change was small and can be tested well.
