Refactor maintenance model to gateway

What does this MR do?
Moves the database access from the maintenance model to the gateway class.
How confident are you it won't break things if deployed?
I tested it a bit on localhost but I'm not sure that I didn't miss anything.
How to test
Steps a reviewer can take to verify that this MR does what it says it does e.g.
