Mail to admin workgroup if group has no admin

Johannes requested to merge Jo-mail-to-admin-workgroup-if-last-admin-leaves-group into master

What does this MR do?

Send an email to the working groups there is no admin/ambassador in a group where a member has left a workgroup/region. I had the feeling this could be handy for both admin workgroups after I was talking to both teams about a list of regions with missing admins. The last person leaving triggers this email in case there is no other person left.
