District pickup rule limit over entire pickups of certain stores.
Description
Some stores throughout a region are very attractive and some users are gathering those stores and only having a lot of pickups in those. This causes an imbalance throughout the district.
In a district like munich there has been a pickup rule of "one 3 pickups during a certain timeperiod in the district for certain very favourable stores combined". Those rules, require a lot of manual labor to check.
The system should check during signup of a pickup if the rule is valid.
e.g.
A region has 5 very favorable stores. A region rule would be "During 7 days only 3 Pickups can be done. The rule is ignored 3 hours before the pickup".
so in those 5 stores it would only be possible to pickup 3 times during a period of 7 days combined.
If the slot is empty 3 hours before the pickup the rule would be ignored for the signup - the slot would still be counted for the next try to sign up for a slot.

It should be optional for each district to have a district pickup rule (e.g. only x pickups during y days for all stores that follow the district rule combined. xx hours before pickup the rule is being ignored)

It should be possible for each stores if they follow this rule or not. (opt-in)
Impact
It should be optional.
Proposal
On the district option page a district rule could be described. On the store page it should be possible to choose if this store follows the district rule.
